My 20month old still has only 2 teeth! Today she ate roast lamb, roast potatoes, roased squash, some strawberries, some blueberries, toast, a slice of melon and a plate of spaghetti with pesto. She's been eating stuff like this since she was about 8months old (we went down the mostly finger food route)
She's living proof they don't need teeth! Those little gums are hard! I would avoid choking hazards like raw carrot or apple, or tough meat, but other than that it's a green light on anything gummable.
Why not start with a piece of toast with something spread on it - e.g. philly cheese, and see how she does.
