Title: Why can't I report spam more often?

When I logged on this morning and went to unread posts, there were 3-4 that were obviously spam.  I reported one.  When  I tried to report the next one I couldn't because it hadn't been 40 seconds since I reported the last one.  Why does that matter?  There were 4 I was going to report.

My guess is that it's because spammers are automatic in many cases and post rapidly; by eliminating too-soon posts, you yourself are being eliminated by BW as being a spammer yourself.

^^  essentially, yes.  Also, there are spammers who report regular posts, and send spam links in the report.  This limits them too.
