Hi, has she always done this? Her screaming when you put her down is normal... after all she has learnt that she can only nap in your or someone else's arms, rocking.
Considering she is so dependant on you at the moment, I would consider the GW method, where you need to sit by her side until she falls asleep & then move towards the door gradually until you are finally out of there. She will still cry when you are by herside but its not the same as cio as you are not leaving her alone to deal with it. Confort her with words, pat her back, shhhhh her but whatever you do don't pick her up again to rock cause you are only teaching her that the end result will still be rocking. She might not nap the 1st day... well she might not nap for a whole week but eventually she will & it will be without your aid. Does she have a lovey or a favourtie toy or something that can help make the transition & settle her?
Heres the link to toddler sleep training methods - have a read through them. You could also do wi/wo but I would probably give GW a go at the start... that might work well for you too.

Let me know if you have any questions before you start!
