wake to sleep advice

-bedtime for my 12 mo old DS is typically 8 pm.
-he usually wakes at 6 am, and still seems tired although won't go back to sleep with pu/pd until its almost time to wake up if at all (he will sometimes go back to sleep if fed though). 
-he takes two naps, both 1:15 long.
-if put to bed later, he still gets up at 6.
-his bedtime is 8 because he doesn't usually seem tired earlier, but when put to bed early on those days he does seem tired he sleeps until 6.

-we have tried wake to sleep two nights in a row.  both mornings he woke at 5:30 am instead of 6 am.
-any suggestions?  or does wake to sleep just not work for every baby?

sounds like he is ready for less day sleep.  I would cut his first nap shorter, like 1 hour then down to 45 min and see if it helps him.  then move the afternoon nap up just a bit and then you may have to move bed time around a bit.  he is in the 2-1 nap transition.  there is a support thread in the naps forum if you want to check it out.
