11 month old fights going to sleep...why?

I need help solving some nap issues with my 11 month old daughter.  Any help would be very much appreciated!  I have two concerns:  1- I am unsure whether she is ready for the transition to one nap per day from two.  Some days she seems very tired in the mornings and needs that early nap as well as the afternoon nap.  Other days she seems very energetic and not sleepy until mid-day.  If I try to encourage the morning nap on those days she gets very upset.  2nd issue- she has begun to fight going to sleep for almost every nap, every day.  Our wind down  routine includes slowly walking up the stairs and I tell her quietly it is sleepy time, then we go into her room, close the door, close the drapes, turn on her music, and I try to rock her.  When we begin our wind down she knows it is time to go to sleep and she begins to cry and wrestle me in my arms. She is 22 lbs. now and very strong, so I am unable to rock her for even a few minutes - I put her in her crib and sshh her and do PD until she finally surrenders and goes to sleep.  We have been doing this for the past 10 days and she does not seem to be adjusting to it.  Prior to that, I would rock her to sleep, but when she began wrestling with me, I knew I had to make a change. I don't know where to go from here?  Nap time is very distressing for us both now.

Hi.
I was doing the same thing you are but with shhh/patt. I think I needed it more than my LO did. The fact that your LO is wrestling you says to me that she wants to go to sleep on her own, without rocking. I would stop trying to rock her and just put her down to sleep. If she cries try WI/WO have you tried that before? What is your routine like? Can I have a look?

Sorry I forgot to include our routine.  Here it is:

6-6:30 wake, sometimes she takes a bottle, other times no
7-7:30 breakfast - solids
Activity time
10-11  nap (usually, not always)
Activity time
12-12:30 lunch - solids
Activity time
2-ish bottle
3-4 nap
Activity time
5p.m. dinner - solids
Bath, bottle
Quiet time
7p.m. bed time

I have only tried WI/WO a couple times and she really cries when I leave.  I can no longer rock her because she wrestles so much, so we are usually just stuck with crying and PD in her crib until she gives up and goes to sleep, but sometimes that can last an hour or longer.  Sometimes she never ends up going to sleep after all the time trying PD and I know she was tired.  Maybe I should keep trying it longer?  An hour seems so long to me that I give up after that.
