So I have a 9 month old 30 min man. He's always been this way but as he got older now half the naps are longer and half of the time he still only goes 30 min.

He puts himself to sleep fine.

I go try to reset (hee hee, my joke about resettling him) him at 20-25 min and most of the time it doesn't work. I end up doing pu/pd for the next hour till nursing time. He doesn't seem to be responding to the pu/pd either. This boy can go the distance with ranges from fussy to crying to bawling to playing and smiling then bawling again. What am I doing wrong? We started this about a week ago and still no improvement. I took the pacifier away but still have them in the crib so he can use them if he choses. Sometimes he does and sometimes he doesn't. It doesn't seem to be a factor. We're supposed to start the night time pu/pd...he only sleeps through the night some of the time. I usually nurse him once and he goes back into his crib awake and puts himself back to sleep so I haven't tried to cut out the feedings till now....just want to make sure I'm doing pu/pd right before trying tonight also.

This isn't BW but Pantley's No Cry Sleep Solution: She suggests just getting them back to sleep however you can after the 30 minute mark in hopes of reprogramming their "Nap clock" as I call it.  This has worked for me in the past.  My LO used to consistently take 30 minute naps and now he is typically an hour or more.  HTH!

Can you post your routine perhaps it needs tweaking?

We're doing EASY as outlined in the "solves all your problems" book for a 8-12 month old. We were pretty much doing this before I got the book but just needed to tweak it a little for EASY. He wakes anywhere between 6:15-7:00. We do breakfast immediately and then A till 8 or 9 depending on how early he gets up (he gets sleepy about an hour after waking but I keep him up as long as I can to stick to the routine). He goes down no problem. I try to reset him and if it doesn't work I'll do pu/pd for an hour. I wait till he stands and put him back down. I might do 1 or 2 actual pick ups if he's really upset otherwsie I just do put down from him standing. I sit on the edge of the extra bed in his room and just wait till he stands again yadda, yadda, yadda. If he's ok and sitting up or playing I leave the room till he cries again and I go back to the pu/pd thing.

Then I nurse after the hour. We do A till about 12-1 depending on how long he napped. Then we do lunch and nap again around 1 or 2 (same as morning). On days he only naps 30 min in the afternoon I give him a third nap about 5. Dinner is at 5:30-6. Then bath if it's bath night and bed at 7. No problem to put down and he usually wakes once to nurse (does not nurse back to sleep I put him back down awake, no problem) or sleeps through the night. We're gonna start pu/pd tonight to cut out the nursing since he doesn't need it anymore.

From what you are describing you are only having 2hrs awake time before the morning nap. At this age babies are generally doing at least 3hrs awake time. How long after he wakes from the morning nap are you putting him down for the afternoon nap?
Just to help you out this is my DD2's routine she is 8.5months:

7.30am - Up and Bottle
8.30am - Breakfast
9.40am - Nap (i wake her at 11am so i can have her down for a nice long nap in the afternoon when her sister goes down)
12pm - Lunch
1pm - Bottle
1.30pm - Nap 2hrs
3.30pm - Snack
5/5.30pm - Dinner
6pm - Bath
6.30pm - Bottle
7pm - Bedtime.
