too long naps interfering with bedtime?

One of my daycare kids is 19 months. I have had her since she was 14 months. She goes to bed at 7:30/8:00 at home and wakes at about 8:00.  During the day she naps here from 12:30/12:45-3:30 (sometimes even 4:00). Occasionally she'll take a 2 1/2 hour nap, but it usually 3+ hours. I have never had a nap less than 2 hours from her.  She used to nap here from 1-4 or after, but I started putting her down at 12:30 so we'd have more time in the afternoon for playtime.

In the past two weeks, she has been being difficult at home at bedtime (which is rare).  The mom says the last few days have been horrible--she'll just cry for an hour and won't go to bed until 9 or 10:00.  Do you think the naps are too long for her age?

Do you think cutting her nap to 2 hours will help out bedtime at night?  Mom and I talked and I told her I would wake up child after 2 hours (approximately nap from 12:45-2:45) for the next 2 weeks and we could see if it makes a difference at bedtime.

At this age I would think this would help.  Sleep needs decrease at around 18mths too.
