3 month old takes hours to get to sleep at night

My son just turned 3 months and we've been struggling with sleep for over 3 weeks. 

Currently, we can get him to nap after 1.5 hr awake time.  This seems to be the magic time. He typically sleeps 45 minutes to an hour, but my husband sometimes gets 2-3 hr naps out of him while I'm at work. He goes down really easily in the am but as the day progresses, it can get tougher and tougher.  His last nap of the day is typically around 5-6 and he's clearly tired by 730 but there is nothing we can do that will make him sleep! 

He doesn't want to breastfeed, he isn't happy being walked or rocked or sucking on a pacifier or finger.  I rotate through everything imaginable to help him sleep...for hours! It's exhausting and demoralizing. By 11 30 pm he always falls asleep. We'd be fine to let him be until when he falls asleep at 1130, but he's very unhappy...crying or grizzling like he's tired but can't sleep.

My husband resorted to driving him for an hour on nights when nothing is working. Amazingly, the second time he did this, he slept through the night... it seems to work and keep him happy and not overtired but we don't want to create a sleep crutch!    Any ideas of what we could do differently?

It sounds like you're in that treasured time of PURPLE cry/the Witching Hour.  It's brutal, but I can promise you it does pass.  Could you post your EASY?  That will help us make better suggestions. 
In the meantime, we found great success with the Happiest Baby on the Block DVD.  The book is list on our resource list but the DVD is much faster and more clear.  It saved us more than once!
