30-45 min naps, out of ideas

Hello, i have a 17 week old that never sleeps longer than 30-45 minutes. I tried pu/pd, shushing, singing, making her fall asleep in my arms and then putting her down. Nothing works, she will just cry. She falls asleep almost by herself, we do her nap routine and then i hold her and sing to her for a bit. She is awake when i put her down and either falls asleep pretty quickly or grunts and cries for 5 mins or so but eventually still falls asleep. But then wakes up 30-45 mins latter and just cries and cries and cries. I used to be able to calm her down without picking her up couple of weeks ago, like 8 out of 10 times but now its impossible. I'm currently holding her so that she would get a little bit more sleep cause she looks exhausted. She sleeps perfectly at night, wakes up 2 times to eat, falls asleep by herself. No tears, no frustration. Should i just pick her up and let her sleep for more in my arms? I'm really out of ideas here cause she need her sleep, 30 mins is no where enough for her and i dont want to fall back into her sleeping only in my arms.

I even did her bedtime routine once cause i needed to bathe her in the middle of the day and i thought that maybe she would sleep for more... and no, she fell asleep just like during nightime but still woke up 30mins latter.
She sleeps in a very dark room swaddled, refuses paci and white noise does nothing for her as well.

And if i ever manage to resettle her she keeps waking up every 10s up to a minute, so i dont know whats happening.

I actually believe this is a normal for some babies, they just developmentally don't link sleep cycles until a bit older. I kind of embraced it with my youngest and just ended up with getting one longer nap once a day and the rest were catnaps while out and about, which definitely meant my eldest wasn't housebound.
Sometimes (and this is one IMHO) it's easier to accept (but keep trying) than it is to stress over what you'd ideally like but isn't happening... It's a skill that you need a lot in parenting, the ability to look at how to change my expectations rather than my child has kept me sane.

Im starting to think that its something that i do wrong during awake times that sets her up for a short nap. We go to pekip class every friday (i dont know if its done in any other country other than germany). Its basically a class for babies for 90min of constant play to stimulate them and help them achieve things and also interact with other babies which my daughter seems to like the most. After this class she is so calm and has no trouble falling asleep in her pram and she usually hates it.

I tried recreating the activities we do there and had some calm time with her for more than 10mins before nap today and she fell asleep in 2mins and has been sleeping for 1:20. Im thinking maybe i didnt provide her with enough activities during her awake time and i stimulated her too much just before naps. Will see how it goes.
