Naps are all over the place...help (6.5 mon)

My LO is 6.5 months now and she takes 3 naps. Each day is different, the naps vary from 30 mins to 1.5 hrs which is driving me crazy! I want to get her onto 2 naps but she never takes 2 that are long enough to get through to bedtime.
A typical (no such thing!) day goes something like this,

Wakes 5.30-6.30
Has nap1 2.5hrs later last about 1.5 hrs
Has nap2 2.75 hrs after waking from nap1 last about 30-45 mins
has nap3 any time but is usually awake by 4.30 and lasts about 30-40 mins.
bedtime 6.30-7

The main difficulty is that she wakes early and never ever takes 2 long naps, I must be timing it wrong? I have waited for sleepy cues but doesn't help, in fact seems to make things worse. We are blessed she is such a happy baby and highly active! Nights vary too, somtetimes she sleeps through but often 1 or 2 wakings. Oh she has also stopped taking solids (takes plenty of milk) could it be teeth? I would be very grateful of any advice.

Thank you so much for suggestions. Today has been a disaster she has had 2 very short am and pm naps and the cat nap has been an hour. I am so confused, she is driving me crazy! Someone told me to put her down at 9 and 1 every day and then she would soon adjust, what do you think? She has been so difficult to settle at night recently (sometimes taking 2hrs) that's why I want to drop the cat nap. Thanks.
