Formula or cereal first?

Our doctor has just advised us that we should be starting our son on cereal starting with one teaspoon today, two tomorrow, and build it up. I asked if we could give him formula first, and he said to give him cereal. I am wondering which would be better to start with, he is too young for solids in my opinion, so I am thinking one bottle of formula at night before bed.
The reason the doctor has recommended this is because we brought our son to the doctor thinking he may have reflux and after that was ruled out, we came to lack of calories in the day. His weight has not increased in the last 3 weeks, he eats 2-3 times longer in the day and more often and is waking at night hungry when he used to sleep through the night. This has been going on for 2 weeks now and getting worse every day. This is the third doctor we have seen and none can find anything clinically wrong with him. We are waiting for a referral for a pediatrician, but that will take 10 days to 3 weeks to get into.
Developmentally, he seems to be ahead in some aspects and on time with the others (held his head up on his own from 4 weeks, already rolling over, good with a spoon in his mouth, etc.). What do you think?

I am no expert but normally they say give Formula then Cereal.But here in Spain I don't do this but all the Spanish do they give there Cereal in there Bottle...It could be an idea if you didn't want to give cereal as a meal.

i would give formula first as this is his main source of food. Otherwise he might fill up on cereal and not drink all his formula.

Okay, so I tried some cereal (I needed to start that day as we have a follow up doctors appointment). I don't know if it even helped since he was up to his usual antics and still woke at 2am to eat. Since he has never had anything except for bm up until now, is it safe to try formula at night? If so, how much?
He has had cereal for 2 days, but we are concerned about trying 2 new things at once in case of a reaction. Is it safe to try the formula at the same time? I haven't seen any signs of a reaction to the cereal so far.
