what to do with extra time after short nap

We are having trouble with our 17 week old's sleep schedule.  During his daytime naps, he sleeps from 30 to 40 minutes and then wakes.  My wife has been trying to extend the naps, but fights with him from up to 45 minutes to 1 hour and 15 minutes sometimes.  We have been trying to follow the 4 hour EASY very closely this week.  She has tried the wake to sleep for 3 naps in a row and it doesn't seem to work.  The shh/pat and pupd are not helping much, either.  Sometimes after 30 mintues she can get him to sleep for 20 more minutes.  How long do you try to extend the nap if he is fighting?  If he is only going to nap for 1 to 1 1/2 hours, should she condense the rest of his schedule or have more activity time before his next feeding and keep him on the 4 hour eating schedule?  Any suggestions would be appreciated.
