"Wake to sleep" for night wakings?

Would wake to sleep work for night wakings?  My DS, who is 9 months, is waking every 3 hours and will not go back to sleep w/o nursing.  I mean he WILL NOT go back to sleep.  He wil cry and thrash around and fight being held or rocked, and he'll fight it for an hour.  When I nurse him he sucks for a few minutes, then happily goes back into the crib semi-awake and goes to sleep.

So I was wondering, since I know when he's going to wake up, if I went in there and replaced his pacifier and kind of nudged him a little, would that work?  Do you think he would then wake up again three hours after the little nudge and paci replacement?  I'd have to set an alarm clock I guess to time it.

I also thought about going in with a bottle when he wakes and not picking him up.  Just giving him the bottle while he's in the crib.  Gradually reduce the amount in the bottle and dilute it till he's only getting water.  Then just replace the paci, no bottle.  Thoughts on that??

I am slowly going crazy with only having 2.5 hour stretches of sleep.  I have a wild 2-yr-old too and I get no down time during the day.  I know Luke does not need to eat at night. He's 22 pounds, a total pudge. I hate to hear him cry because he's such a happy baby during the day.

Here's the answers to the questions:
How old is your child? 9 months
What’s his/her daily routine? pretty typical, 2 naps approx 1 hour, 15 mins each, sometimes a late cat nap.  Bedtime around 6:30pm, wake up around 7am
What’s nap routine? Not long, just go in room, close blinds, rock/sway for a minute then into crib.
How long are naps?
What's bedtime routine? Time? Not much, bathtime, pjs, kisses from dad and sister, nurse, to bed
Do you bottle or breastfed?? breastfeed
How much? or how long? less than 10 minutes
If breastfed.. one side or both?? (at each feed) one side
How many wakes per night? 3-4
What’s your LO like when waking at night? How long is he/she up? very upset, wakes exactly every three hours.  he will not allow me to replace his pacifier, he pushes it away.  He wil only go back to sleep is he nurses.
When you go to him/her is she fussing or crying? Or is it a mantra cry?  Crying
What have you tried to settle??  Have tried to rock, PU/PD, CIO, pacifier, Tylenol, nursing
What do you do for A time and how long is it?  he goes about 2-3 hours between naps.  Usually we'ere on the go , or he's watching/playing with his sister
Are there developmental issues such as teething or milestones? teething--top two just cut the other day
Have you introduced cereal? Why, how much, and how many times a day? (for LO’s under 6 months)
Do they have a prop? If so what is it?
Do they have a lovie? yes, a blankie. he does love it.

How long has he been doing this?  Is this a relatively new thing or has it been going on for a long time?

You mentioned the paci...do you think he has a suck to sleep association (wakes and doesn't know how to put himself back to sleep without either sucking the paci or breast)?

   Wake-to-sleep has been very successful for my baby for night wakings!  I just set my alarm for an hour before she usually wakes, go in an stir her a bit. It usually works wonders. You may experiment with the times you go in an stir. Sometimes it won't work the first time. You may try 45 minutes before or maybe even 30. Every lo is different.  I experimented with it until I found a time that worked for her! It is a wonderful trick!
