Positioning arms for tummy time?

I am trying to give my 10 week old DS more time on his tummy.  He has always had a strong neck (could hold his head up at birth).  Sometimes I lie him flat on his tummy on a blanket, sometimes he is propped on a boppy.  How should I position his arms?  Sometimes I will fold them under his chest so that he is higher up.  Sometimes he pushes them out in front of him, but he gets frustrated very fast in this position.

I usually fold my LO's arms up underneath her chest -- I did this with my first one and I think that eventually that's how they will make it to crawling, so it's useful for them to get them in that position.  She sometimes moves hers out to the side as well -- maybe trying to roll over, who knows?  I find too that she likes to be propped up on the Boppy sometimes as well, I think it makes it easier for her to look around :)

I usually bend them at the elbows and put her hands up next to her shoulders. She gets mad if I put them under her chest and can push up easier with them next to her shoulders.
