Does it matter which A time you leave the house during? I know with my LOs they both did better earlier in the day. In fact, with my older dd, we really never left the house at night until she was much older (although she does great now). Where is she when she's upset? Is it the car that is troubling her? Both my LOs hated the car until they were about 4 months old. If she's in a stroller, it just might be scaring her to be far away from you in a strange place. If you've got some sort of sling or front carrier, that might be a good place to put her. When dd2 was tiny, I would put her in the carrier and go about whatever we were doing. That way, she felt safe and close and would often fall asleep in there. As for continuing to go out, if she's truly panicked by it, I would try just small outings (like a walk around the block) until she gets more used to things. HTH!
