Have you tried making the nap more like 12.30pm? I would try the following...
A - 6.30am
Nap - 12.30-2.30pm
BT - 7/7.30pm
It is normal for toddlers t have a 13 hour day and I wonder whether because her am is so long she is tired at 6.30pm but not tired enough from that good nap....
what do you think?
