Sleep training without crying it out

As posted previously we've had some major sleep regression with one if our 16 month old twin girls along with a co-sleeping issue with the other. How do you deal with these issues and sleep train a toddler without crying it out. See recent post for current schedule. Any help is much appreciated. Exhausted!
