does she always wake at the 35 min mark for every nap? If so, you could try w2s - here's a link for that:

If she's waking at 8ish and not going down til 10:30? right? That's a pretty huge jump in A time, especially if her first nap is short - so my guess is that her OT is just building over the course of the day. If her first nap is short, her next A time needs to be shortened. Most lo's have their shortest A time first thing in the am - so if she's doing 1.5 hrs max in the am, and takes a short nap, her next A time will need to be even shorter so she can catch up.
Is she still swaddled? If not, I would swaddle her - that may be why she's waking at 35 min. If she is swaddled, I would try w2s on that first nap (if her waking is consistently 35 min) to see if you can extend it that way.
As she moves towards 4 mos, her A times should lengthen to 2 hrs, and then she'd feed every 4 hrs. Some ebf babies cannot make it to 4 hr feeds, and I know with my dd, we went to a 3.5 hr EASY first. But until we can extend those naps a bit, 2 hrs of A time is going to be too much for her, I think.
