Yes I think you're right.  She wants to suckle to go to sleep...Claire was exactly the same.  I ended up getting really tough and only allowing food after sleep..except for night time.  When she did wake up during the night, I just gave her bottled water.  She got the message very quickly so I was lucky.  It's not the same for everyone.

now she woke up at almost the same time after midnight now, before midnight which she has a big drink, 2:30 ish which i don't feed but since i am so tired i take her to bed with me and she will settle down soon.  then 5 which i did feed and she had around 4~5 oz most of the time.  not sure which one i want to phase out first.  maybe the 2:30 one since i still want her to drink milk from bottle.  but not sure whether that makes her not eating as much during the day...

If she wakes at exactly the same time each night, then it's more than likely a habitual waking.  So that would be the first one to stop.  If you're game, you could try W2S to eliminate this waking.  YOu basically go into her room 1 hour before she wakes and gently rouse her (don't wake her).  I would roll Claire over and that would do the trick.  You only do this for 2-3 nights at the most and then that habitual waking should disappear.

now i kind of think she is really hungry.  the first wake up is sort of around the same time (actually she woke up more than that but those before were easily put down).  the one following this one depends on how much she feeds...

i am very disheartened.  saturday she had the best day nap-wise but the worst day at night time sleep.  will see how it goes today...
