Can red cheeks indicate an allergy?

I have noticed that a few times that my dd cheeks get really red with certain things that she is exposed to like her toothpaste. I am not sure if it is a coincidence maybe she is teething or is this a reaction to it.
Her bowls are fine, no other rash anywhere else just on her cheeks. Well not really a rash just red.

DS always gets red cheeks when he is tired.  FWIW.
