We're having a TV problem at our house, too. We watched a lot one week when she was sick and now she wants to watch all the time. I don't mind her watching first thing in the morning and when we first get home from daycare because that's when the grownups need to be dressing and/or cooking. However, it's really hard to get her to break away when it's cold/wet/icy outside and there aren't that many good alternatives to playing.
One thing I've done is put on shorter videos than the ones she's asking for. She usually asks for two-hour movies, but I will put in a 15-minute Curious George instead. She accepts that (most of the time), watches it, then gets up and goes back to playing with her toys.
