My personal belief is that a baby won't typically starve themselves (excluding other medical issues: reflux etc. that have been left untreated). She may be teething or have a sore throat and not want the solids at the moment, but if she can hold out until her next formula feeding, I'd probably wait.
That said...if she was def. sick and hadn't eating for more than a day or so I'd maybe give her a bottle, to make sure she was hydrated...but she likely doesn't NEED the solids and her regular bottles should be enough to sustain her calorie and nutrient-wise at their regularly scheduled times.
