I would say that is a great success & you know if you can get him to that half sleepy stage for now before you put him in that is OK if he rolls over looks around & then goes to sleep he knows he is in bed... in a week or 2 you can try for a bit more awake & even move the story to after the BF in a few days.
Also do the tucking the cuddly in bed a few times with some monologue that you would do with DS at bed time... make it into a bit of a roleplay.

Thanks again for all the great advice, I'm pleased to report some success! :) He's been going down for two naps most days since we changed his routine, it's actually unbelievable to me as he used to go a whole day with only a 15 minute nap.. I'm beating myself up about it, because he must have been feeling so exhausted :( . At least we're more on track now.

His routine now is like this..

6:30/7am  wake up, milk
10/10:30 nap (still twaeking the timing here) naps about 45 mins

1:30/2pm nap, about an hour and a half

6:30 start bedtime routine, in bed 7:15ish.

How does that sound? I'm thinking of moving his morning nap a bit earlier so he settles better for his later nap. (if that would work)

We do have good days and bad days, he goes to bed quite well at bedtime - the biggest success was when i put him in bed very drowsy and he woke up, looked right at me with a big smile, rolled over and drifted off!! I heard him rolling around after that but didn't go in, and he slept through! Yay! However, the next night we had a night waking that lasted 2 hours :( and today he woke up at 4:30am and would fall asleep on me, but freak out if i put him in bed. I kept trying pu/pd until 6am with the same result, then gave up and took us both down for breakfast. :( He napped for about an hour this morning but flat out refused an afternoon nap. Again, he would have been happy to nap on me, but refused to be in his bed. However, he went to sleep really well tonight, so here's hoping he'll sleep through!

Stick at it!!  It;s normal to have a bit of regression but you must be consistent else your hard work will be out the window!

Great news on the routine. I would stick with the times which have been working for a bit longer until it's really settled before changing anything.  If you are finding you are getting lots of pm nap refusal then cut that am nap to 30mins and take 30mins off the A time in between.
