Holding food in mouth for long periods (and saliva!)

DS has resorted to holding food in his mouth for long periods, even his favorite foods that he chooses to put in his mouth.  Eventually he spits it out somewhere. I have encouraged him to do this step into the garbage. I cannot get the kid to swallow!! This happens several times a day at snacks and meals.

He also often holds saliva in his mouth, walking around with his lips puckered, he is doing it on purpose. But WHY??

He has not gotten 2-yr molars, could it be related? Is this a normal thing for toddlers to do?

Does he have any sensory or speech issues?  My LO does this, but he has some sensory and speech stuff going on. Have you mentioned it to your ped?

Not that I know of. He has a good vocabulary and has recently been making 2-3 word sentances, so I think he is on track. What do you mean by sensory issues?

He recently started doing this, within the past month, but I haven't asked the ped.
