No, it can't. The reason honey is dangerous is because it can contain a bacterium called Clostridium botulinum. This is the bacterium which causes botulism (and also provides the toxin for 'botox'). The bacteria can form spores which are really heat resistant. For adults, even if these spores are in food, it doesn't cause them any harm, it's the toxin this bacteria produces when it germinates which is the issue. For infants though, for some reason, the spores can germinate in their gut and the toxin can form. This toxin is really unpleasant, as you can see in botox, it paralyses muscles.
Admittedly this is all rare but personally the risk is there so I'd rather not take it. My 20 month old son is now happily eating honey but he was well past 1 year before he tried it. It's just not worth the risk.
