Can I ask has her AM nap always been this short or is this a recent thing? It looks suspiciously OT to me, however I am wondering whether its only shortened recently as a result of her getting OT from refusing her afternoon nap but still going to bed at the usual time. Is that the case?
Will she go down any earlier for her AM nap or does she refuse?
I think that the answers to my questions above are what will dictate whether you try & keep 2 naps or whether you make the jump to 1.
When you are on a short AM/long PM 2 nap routine, usually the A time before the morning nap is pretty short, so your LO either wakes naturally through UT or if you have to wake her, she isn't OT. Then the next A time is also fairly short & then followed by a big nap. This is quite a different structure to her current routine which is long A time, short nap, long A time, longer nap/nap refusal IYSWIM? So if you try & keep the 2 nap routine you would probably want to try & structure her day to something more like this:
Wake: 6.30 ish
Nap: 9.30-10 (capped at 30mins max)
Nap: 1/1.30-2.30/3 (you may have to cap at 1.5hr here or you will likely get UT at BT & she will either fight BT or wake early the next day)
BT: 7/7.30
If she absolutely won't go down any earlier in the morning than 11am then I think you need to drop the afternoon nap, but to compensate for the loss of sleep at the afternoon nap, & especially since she's only taking a 30min-1hr nap in the AM, she absolutely needs a much earlier bedtime of 5.30-6pm. I think if you do this, & repeat consistently then she will sleep for longer at night, which will help her get past the OT and you will find her nap will lengthen. Once her nap starts to get longer you can very gradually start to shift her bedtime out later again, and as she gets used to the 1 nap you can then work on gradually shifting the nap closer to lunchtime.

ETA - and of course yes you are right teeth may have disrupted things. But I definitely think you might need to tweak the routine.xx
