She walks holding onto things.she settles by self most of time

Then if you don't think it's teeth, and she knows how to self soothe, and you don't think shes getting too much day sleep, then I would think the regression is in play.

Unfortunately, yes.  Especially if everything else is ruled out.
It kinda sucks b/c there's not much you can do, other than try not to start any bad habits that will have to be fixed later. If she needs extra help at night-do what she needs, but do as little extra as possible-if that makes sense.
Like most regressions, it can last several weeks.

tonight she was clearly tired, i gave her meds to be safe and vicks too as shes snotty. and she wouldnt settle unless i was in there patting her, so i did, but stopped when she was calm and she cried few mins after i left, this went on for ten mins or so ,me going back and forth. so i sat in there shhhing and eased of patting until just shhing and she closed eyes and i left
