Stuffy noses are also very common in new babies, both mine were quite stuffy for weeks, if it's not caused by a cold it could be just adapting to the environment.

thanks i know it very cold in ireland and cant open the windows in let in fresh air which dont help.

Very true!  And babies do have quite narrow nasal passages compared to a toddler for instance so it can also just be that too :)
