I'm confused - her first A time is 2 hrs and her first nap is 2 hrs, she's waking at 12 (because we wake her at that point), not what you are saying of a first short nap and then a 3 hr activity time, she never goes that long for A, she'd just pass out!  Then her afternoon nap ends up being 2 tiny naps for some reason.

She naps best in bed.

Oh, I'm sorry, this made me think she wasn't sleeping until noon:
but all these short little sleeps are frustrating (she wakes after 30-40 min for all those naps times, we aren't waking her) 

So when does she do the 30-40 minute sleeps for nap times?

Twice in the afternoon, instead of a long nap.  It's what I wrote it in the EASY schedule I put... though often it's as bad as only 30 min per nap giving as many as 3 short naps in the afternoon, not including cat nap.  I just meant that she is waking herself up after 30-45 min herself... we aren't waking her.   Morning nap she does fine on her own.

So our issues are these tiny naps, which must contribute to evening issues -late bedtime followed by several wake ups.  It's often 11 before she's actually asleep for good.

Gotcha.  I'd stretch the A time before her second nap then -- it's not unusual for babies to prefer varying lengths of A time as the day goes on.  There are babies on here who do well on a 2/3/4 A time (2 hours for the first, 3 hours for the second, 4 for the third) or some with the reverse 4/3/2 A time -- and really everything in between.  If your first nap is working fine, leave it and work on that second A time until you get a better nap.
