So I think where I would start is offer naps around the same time as there is a bit of variation and also this is a tricky age for sleep because they start to transition from 2 naps to 1, which can cause early wake ups, etc.... The idea is not to let her sleep too long during the day so I would probably limit daytime sleep to 2.5hrs with around 11-12hrs at night. So something like this:
6.30 - wake
9.30-10.30 - morning nap
1.30-3 - afternoon nap
7pm - bedtime
This way the naps are spread out more of less throughout the day so that she is not awake too long before bedtime, which can also cause early wake ups. I would probably stop the DF since she is refusing it. To be honest, DD2 also woke in the early hours of the morning around this age but if you're sure that she is not hungry and she's just waking up out of habit, I would do wi/wo (since she is almost a toddler) when she wakes until your desired wake up time. From 2 to 1 nap transition (10-12m and older)But you might find that with the routine change/consistency, she may not need any of that and will start sleeping in later in the morning. I would probably accept 6.30am as the wake up time for now and once her routine is set, you could start to push her day forward by adding 10-15mins to her morning nap and subsequently afternoon nap and bedtime and her wake up will hopefully change will that and be closer to 7am.
