I'd be very very surprised if a 23 month old woke due to hunger. I wouldn't even expect that of a 12 month old unless there was illness or recovery involved.
Yes by 12months it's more about the food over a few days not an individual day & also their growth slows down in the second & 3rd year of life relative to the first year, so they do need less food.
