Help with nap schedule for 12 month old twins

Hi! I have 12 month old twins who I can't seem to get on a good nap schedule... :( They are so inconsistent I am going OUT OF MY MIND!!

This is what their schedule usually looks like:
awake- 6-6:20am
nap #1-9am-10:00/10:20am (in bed for 9 & we have random days of 40 min naps...)
nap #2- 1:30/1:45pm- 2:00/2:30pm ***random days of normal 1-1.5 hour nap- trying desperately to get them back to a long second nap & can't seem to find a good time.
night- into bed for 5:30pm (due to terrible second nap)

 I even just worked with a sleep consultant who (in my opinion) kind of ruined their schedule even more by making them go into bed even earlier for nap (put them in for 1pm)

I need them sleeping well for a second nap & going to sleep later... Please help!!!

I imagine they are at the point where they need to start the switch to one nap.
From 2 to 1 nap transition (10-12m and older)

Those A times are on the short end (but if they are high sleep needs may be ok). How are the nights going?

I can see where if the morning nap was still an hour moving the 2nd nap would be a bust - you would need to cut back the first nap to move the second one. Or do the longer nap in the am and cut the pm nap. The third option is cold turkey, but that is not for everyone!
