7 month old 11pm-Midnight waking until 4am 🙄

I have a 5 year old and a 7 month old (both boys). 5 yrs old perfect sleeper, needs his 13-hrs straight sleep a night - no problem. 7 month old (tried exactly same routine I did with my eldest, which worked) awful nights 😌.
Was BF until 4 months, now bottle fed.
My routine;
Take upstairs 6pm
Pull curtains, put on classical music on radio,
(Bath if bath night) or Nappy change, body grow on.
Bottle, with dim lights, listening to music.
Read 1 story, as he's rubbing his eyes and tired.
Lay down, in sleeping bag, leave room.
Self soothes to sleep....7pm.
Starts throwing his arms about, rubbing his eyes, tossing and turning....11pm-midnight.
Because they're both now in the same room, I'm probably going in to quickly to him, but I don't want him waking my eldest.
Between midnight and 4 am (unless I get him in with my husband and I) up down up down constantly. Fidgety, restless, groaning, crying baby!!!!!!!!
....... HELP!!!!
Naps during the day, morning around 1 1/2. Afternoon 1hr and late afternoon 3:30 for half an hour.
....I know it just needs 'tweaking'... But how ?!?!?!?!

We dropped the 3rd catnap at around 6 months - maybe you should be down to 2 naps now and he is waking in the night as he is under tired?
