When are short naps okay?

When is it ok to just let a baby be a short napper?  I am really beginning to think my frustrating DS is just a short napper and there is nothign I can do about it, and I really would not mind IF he woke up from his short naps HAPPY, but he wakes up crying so hard.

You have to go by his daytime behaviour (during awake times) and night sleep. If he seems happy and content, and his night sleeps are good, then don't worry about it.
