How do you count the ounces?

Just a quick wondering...
when you make lo's bottles, how are you counting the ounces?
Jacks bottles are made of 7oz water and 7 scoops formula, but once it is made, it measures 8 oz in the bottle.  Do you count this as a 7oz feed or 8oz feed????
