Crying for a need vs crying for want

Hi! I dont know if this question belongs here, so it can be moved if needed.

Gage has never been a crier (lucky me), and now he seems to be vocalizing more. He seems to cry when he wants a toy, he is overtired, or wants you to pick him up etc. He used to just moan, and I would respond. This is okay with me, but I am afraid I will be teaching him bad habits with my constant response. However, I do want to make sure his needs are met. Is he old enough to start manipulating to get what he WANTS?
