I know there are posts giving the signs but I feel I need to list what Finlay does to see if people think he is ready...I am not sure whether to start

 - is 4 1/2 months
 - can sit with support and turn his head or cry when he does not want anymore milk
 - makes chewing motions
 - puts everything into his mouth - and I mean anything he can get hold of.
 - he is interested when I eat and grabbed for the spoon - only once though
 - he is fussy at night  but not hungry.  I have to resettle him several times
 - he feeds every 4 hours and does not seem to need it more oftne yet - eats around 6-8oz 5 times a day

Help!!! ;D

My DD had the same signs as your little one except she was having 4x7-8oz. I didn't want to up her formula due to reflux so we started her and have never looked back. She loves her food and is still drinking her formula we have dropped a bottle though and is now having 3x6-7ozs and has plenty of calcium and vitamins in her solids.
Good luck give a go if you find he isn't interested then stop and try again in a few weeks.

He is 12 lbs 12 oz - he was born 6lbs 8oz

I think that you should speak to the doc before you start anything as 12 lbs is not terribly heavy yet, but those certainly are signs...

IMHO, although he's showing some of the signs of being ready to start, he's missing a big one...it doesn't sound like he's hungry or in need of extra calories yet. If he isn't showing signs of hunger, you might hold off a bit. Your doctor may have a different opinion, of course, but it just doesn't sound like he's hungry enough for the extra calories yet.
