eggless teethers

I am attempting my first baking for baby. Wish me luck, I have problem boiling water! Anyhow, this is the recipe:

1 cup instant baby cereal
1 cup flour
1 cup juice

mix, roll into 1/2", cut into shapes, and bake at 350F for 40 minutes until hard

Sounds easy, but I baked mine for 55 minutes and the insides are still moist... are they supposed to be?

Also, the recipe doesn't mention how they should be stored... room temp or cold

No ideas other than they look like they could be room temp.  Hope someone helps you sort it out, looks like something good for dd.
