Any idea where to get pool safety items?

My daughter is 16 months old and we wanted to get her some sort of flotation item (a ring or something we can strap her into?) to use when we go to the beach and the pool.  Our pool requires that all flotation devices be "Coast Guard Approved."  I am having a hard time finding something she will fit into (she is tall but thin, only 21 pounds) that is approved.  Any help?

have a look at these ! we have used the yellow floatie one and it's really good as they sit deep into it . here in the U.K it comes in 3 different sizes and has the weight size  on the box . i'm assuming your in the U.S so found you a link to shop there.
