Night waking 3 yr old

okay this has been going on for MONTHS now.  My DS wakes up and needs me to put him back to bed.  I've tried just throwing covers over him and walking out with no talking on my part, I've tried saying "okay stay in bed now" but almost every night I have to put him back to bed at least once (last night was twice, night before I lost count after 3) funny thing is my 2  month old is sleeping through it all and they share a room!  you'd think I'd be up with the baby not the boy...
But anyway this started before I was even pregnant so I know it's not anxiety over the baby. 
any ideas of what else I can do?

Be consitent but do you think that he could do a reward chart?  I did it with Nathan but he was 4.

I did a gummy vitamin with my oldest if he stayed in bed all night.  It sat up high on his bookself. He picked it out at night just before climbing into bed and placed it on the shelf.  Then had it first thing in the morning if he was successful in staying in bed all night.

You probably need to find what motivates him then go with it.
