Baby keeps waking up from startle reflex

Any ideas on how to keep LO from waking up from the jolt/startle reflex? I am working with teaching my LO how to take naps, fall asleep , on her own. I used to hold/rock/cuddle her. Now I am laying next to her and doing sh/pat, she will go to sleep and then a second later the startle reflex wakes her up. This happened about 20 times yesterday and we tried for 2h ours to get her down for her nap. I swaddle her, but leave her arms out as she is 11 weeks old and likes to suck on her hands.
Any ideas ??

Maybe try only leaving one arm out of the swaddle.  I used to lay next to my lo and put my hand on his arms so they wouldn't jolt as much.  Sorry I don't really have any other ideas.

Could you put her to sleep on her side with blankets rolled up either side so she can't roll over?  I love that photo, she is gorgeous!!

When I swaddle my baby I make sure his arms are bent (hands near his mouth, just under his chin) but his arms are tightly snug to his chest, as he too sucks his hands.  I have used this technique and have laid him on his back or side and it really works.
