WS1 for how long?

My 4.5 month old DD cannot transition to the next sleep cycle for her naps so I have been able to do WS1 to help her sometimes it works sometimes it doesn't.  How long does it typically take before she is able to move to the next sleep cycle herself?

How long are her naps at the moment and have you transitioned her to a 4h EASY?

Her naps are usually around the 45 min mark unless she is OT tired than 30 min.

Yes she is on a 4hr EASY the problem is that if she only takes 45 min naps it messes up the entire schedule and sometimes the feeding times run into nap time.

It seems (as you observed)she is having problems transitioning from one sleep cycle to another by using self-soothing.  It's process that can typically take 2 weeks-or even longer, you just need to be constitant for it to work.  If W2S doesn't work you can try using shh/pat as well.
