DS HATES breakfast. I have tried feeding him when he wakes and I have tried waiting 1.5 hrs after he wakes and still will not eat. I have made him everything I can think of.. he will take some milk, 1-3 bites of toast or pancakes or whatever I make and then eat his yogurt but thats it and it just doesnt seem like alot. If I leave him sitting with the rest of his food he will just whine and start playing with it. I dont know if this is enough food and if I should make more and offer him a bunch of things. Any suggestions would be great!

Some kiddies aren't big eaters in the morning. My DD2 is 14 months and won't eat for an least an hour/hour and a half after getting up and even then takes a bite of toast or two bites of weetabix before pronouncing 'all done' whereas my DD1 would have had milk then cereal then toast then fruit. There is a huge appetite drop at 1YO too.
Does he eat well the rest of the day?

Yeah he does. I offer breakfast about 8 and then he has a snack around 10 lunch at 1145ish snack at 230 dinner at 5 and then depending on how much he eats at dinner snack at 630 and then his sippy of milk as always before BT.

I wouldn't worry too much about breakfast - if he is hungry, he will eat

He has milk in a sippy morning and night and usually wants milk like as soon as he wakes. I thought that he may be filling up on milk before breakfast so I have tried to just give him some water instead but he just throws it and gets mad

what about giving him his solids breakfast first, as soon as you get up, then milk afterwards while he's still in his highchair? If he's hungry, he should eat a good amount. That's how we do it.x

if he eats well the rest of the day, i wouldnt worry about it but if you want to change his eating habits, you can perhaps try giving slightly less milk every three days or so or diluting it bit by bit. HTH
