can 25/35 min wake ups be UT?

Hi....DS2 has just spent two months teething then sick.  About two weeks ago I'm between the two, it seemed like his a time had increased to 3h10 or even 3h20.  Then when he was sick I was putting him down around 2h50 as he seemed so tired.  Now he's getting better but he's still managing to fall asleep fairly easily at @3h bit his quality of sleep has degenerated and he's difficult to put down (I'm currently stop APOPING, long story, due to sleep train on Friday), and he wakes up frequently, starting at around 25 mins.  Does it sound like UT?

Could be a bit of an UT/OT loop? He may need more A time and as a result fusses about, misses his 'window' and thenis OT- resulting in a 25 min wake up? If he was managing on the longer A times before i'd try to get back to that if you can as the tiredness he's showing at the 3 hour mark may just be him used to going down at this time and he needs to be stretched...
