you have SAID she doesn't move but after reading your post i think she moves A LOT! crawling backwards is a very clever skill for a little one of her age!
IF and just if, you want to encourage her along tho, here is what might help:
i think you should focus on her reach, specifically when she is sitting. its a question of the challenge you provide her. if you put things too far away clearly she has enough brainpower to just ponder what is within her reach, too close and she scoops things up easily. you need to find the just right challenge which will make her lean onto her hand, or hands, then up onto only one side of her bottom then makes her shift her posture, then that gets her into all fours and then that has her lean in all fours then that makes her crawl to what she wants! it will take a lot of steps but its important that she tackles them one at a time figuring out how to get things and then knowing how to do it before you move the goalpost just a little bit again!
(this is all because to move you have to shift your weight onto one limb balance their move and then repeat on the other side, whether its crawling or walking and we start from the most stable position- the one that puts most of us in contact with the floor and continue til we can stand with just one foot to support us)
