Chewing but not Swallowing!

Hello all.  My little one is 6 1/2 months old.  He has been eating solids since about 4 months old.  He eats very well.  Recently he began eating the Gerber fruit puffs, I call them stars because of their shape.  He loves them and will actually move them to the side of his mouth and chew them.  Then I began offering him the Gerber Graduates fruit and veggie pieces.  He chews them fine but he will not swallow them.  I don't understand why not.  He is chewing them to a consistancy that is similar to his solids so I don't know why he won't swallow these.  I have tried adding a small piece to his spoonfull of solids and he does better at swallowing them.  Is this normal?  Am I pushing him?  Is he not ready yet?  Any suggestions?
