It took dd awhile before she got up to the recommended 16-24oz per day. Our ped said just to be patient and keep offering. If he's drinking water, you'll be ok as you just need to make sure you're getting enough fluids in him. FWIW, dd has never had juice, not because she wouldn't drink it, but because we don't offer it. I'd much rather see her drink water or milk.
In the meantime, offer lots of other dairy like the pp said. Dd was ebf until 12mos, but we offered water and milk in separate sippys as well. Dd really liked the Nuby soft spout sippys from WalMart. It's kind of a cross between a sippy and a bottle. Something like that might help ease the transition from the bottle.
When you offer it during the day is really up to you. Dd wasn't drinking alot of milk, so we always offered milk when we were at home and water when we were out. The only thing I found was to cut out milk an hour or two before meals so as not to fill her up. And technically, you can continue to offer milk in a bottle, but you will have to deal with it eventually.
